Tokugawa Tsunayosi is the feudal governor of Japan directing the country from 1680 to 1709. He is also known under a nickname "The Dog shogun". 
He was a defender of stray dogs and other animals since the childhood under the influence of the supreme adviser. 

For the publication of unprecedented laws on protection of animals he has got the nickname "Dog Shogun". Dogs, horses, cows, cats, chickens, turtles, snakes and fish who was forbidden to be traded in the markets became object of decrees. The severe penalties including exile, long imprisonment and capital punishment have been entered for murders of animals, first of all — dogs. 

For homeless dogs according to the order of Tsunayosi for the first time in world history the network of shelters has been created. The food for the dogs containing in a shelter was purchased at the money of taxpayers. 

Before death the shogun bequeathed that his orders concerning dogs were carried out eternally, however his successor-nephew has cancelled it in ten days after death of Tsunayosi.
